Introduction and Specifications


Introduction

Welcome to the Crook County Mapping system. The application was produced collaboratively by the County GIS dept. and Geo-Spatial Solutions, Inc.


Browser
The application has been developed for use in Internet Explorer (IE 6.0+). Unfortunately the map tools will not work correctly in Firefox. Our mapping system and web site also work in the new IE 7.0 Beta 2 browser.

PC (RAM)
We recommend you have at least 256MB of RAM on your computer.

Internet Connection
To get the best out of our mapping system you need to have as fast an internet connection as possible. We recommend DSL, Cable and T1 internet connectivity.

Pop-ups

Like many other web-based applications users will be prompted to allow pop-ups for the site. If you are using Internet Explorer 6.0 you will be automatically prompted to either temporarily or permanently allow pop-ups from this site. Alternatively go to Tools, Internet Options, select the Privacy tab and under Pop-up Blocker click Settings. Next, type http://gis.co.crook.or.us/ and press Add to make sure pop-ups are allowed for this site.

Yahoo and Google toolbars installed in Internet Explorer also contain pop-up blockers. If you allow pop-ups in Internet Explorer these toolbars will continue to block pop-ups by default. For instructions on disabling them visit http://www.disasterhelp.net/popupblockers/


Functionality

There are multiple versions of the County mappings system running, consequently not all of the tools described in this document will be available to all users. Map Accuracy

Every effort has been made to ensure the accuracy of the data provided. Apparent positional errors between the parcels, roads and buildings layers are due to the current DOR rural map accuracy standards. By the end of 2006 this difference should be improved substantially through the cooperation of County GIS, the County Surveyor and the Dept. of Revenue.

Map Display





Navigation Tools


Zoom In
The Zoom In tool allows you to zoom into an area smaller than the area currently visible on the map window. To zoom in to a specific area of interest, click the zoom in button and move your cursor to a corner of the map you wish to zoom to. Press and hold the left mouse button and drag a rectangle around the remaining portion of the area of interest. When you have defined the zoom-to area, release the left mouse button. The map will zoom into the area you designated. Alternatively you can click on the map zooming the display into a specific location.

Zoom Out
The Zoom Out tool allows you to zoom out to an area larger than what is currently visible on the map window. To zoom out, click the zoom out button, then click on the map at the spot in which you want to zoom out from. The map will zoom out and re-center on that point. Alternatively you can also click and drag a Zoom Out window.

Zoom Back
The Zoom Back tool allows you to go back to the previous extent you were viewing.

Zoom To Extent
The Zoom All tool allows you to reset the view of the map to the original map extents. In most cases this will be the full map extent.

Pan Map
The Pan tool allows you to re-center the map without zooming in or out. To pan, click the pan button, then either click on the map at the point you wish to re-center the map to, or press and hold the left mouse button down and drag the map to the desired location and release the left mouse button.



Identify Tool


Identify
The Identify tool allows you to click a feature (layer) on the map display and obtain information about it. The information is provided in a pop-up window. Available to staff & subscription users only.

This tool can return information from any layer available in the map. To obtain information press the "Identify" button shown below.

This will turn on the "Identify Layer" drop-down box just below the toolset.

Click the down arrow indicated by item "1" where the text box reads "choose layer," then scroll and select the desired layer as indicated by item "2." Once a layer has been selected clicking features on the map with the "Identify" tool will return information from the Identified Layer. Please note that clicking the map where no feature exists for the layer will result in the message "No features identified."

Optionally, items clicked with the Select tool can be highlighted on the map (see "Select Tool ").


Parcel Info Tool


Parcel Info

The Parcel Info tool allows you to pop-up a brief report on a selected parcel (tax lot).

When you select the tool use your mouse cursor to click a parcel on the map and a Data for Parcels report will pop-up. In the example below the Find a Place of Interest tool was used to zoom to the Crook County Courthouse. The "Parcel Info" tool was then selected. Next use your mouse to click on the highlighted courthouse opening a pop-up window containing a Data for Parcels report.

Users can now select the View Tax Map (1) - launching a DOR tax map for the parcel, Property Research (2)- launching extensive current and historical property information, Print Page (3) or Close (4) buttons.

 


Property Research


Property Research

The Property Research application allows you to open an extensive assessment report on a selected, or entered, parcel (tax lot).

The application can be opened in two ways, either directly through the GIS web site homepage (Data Centric) or via the GIS mapping system (Map Centric) using the existing Parcel Info tool.

A. Data Centric Approach - Through the GIS Web site

Browse to http://gis.co.crook.or.us/ and under the Maps & Tools section click on the Property Research 2.0 button. When the application launches you'll see the report builder page (shown below).

Using the Property Research Application:

1. Enter a valid map and tax lot number. A valid tax lot number contains 13 characters in the following order (Note: if you don't know your map and tax lot number use the online mapping system to locate the property or inquire with the Assessor's department (541) 447-4133):

Township (S) = 2 characters e.g. 14

Range (E) = 2 characters e.g. 15

Section (1-36) = 2 characters.  For section five, 05 is entered; For section 15, 15 is entered; when the property is located on an index map and no section is indicated 00 is entered.

Quarter and Quarter-Quarter Sections (A-D) = 2 characters.  If the property is on a Quarter Section map and zero is placed after the letter e.g. A0;  If the property is on a Quarter-Quarter Section map and two letters are added e.g. AD; If the property is placed on a larger scale map, 00 is entered.

Tax lot = 5 characters, however the system automatically adds zeros for you. If the tax lot is 101 that's all you have to enter.

Example: Try entering the maptaxlot number for the Crook County Courthouse 151605BB08100

2. Select the information to include in your report or

3. Alternatively choose Select All Reports or Clear All Reports.

4. Click the Submit button to generate the selected reports.

These steps will generate a brief report containing General Account and Site Address information. To add additional information to your report click on the Modify Search Results button. To map this property click on the Map This Property button. When you have finished click on the Print button to generate a custom report.

B. Map Centric Approach - Through Mapping System, Parcel Info Tool

When you select the Parcel Info tool use your mouse cursor to click a parcel on the map and a Data for Parcels report will pop-up. In the image below you will notice a new Property Res. button. Clicking on this button will launch the application. By default it will return information for the parcel you initially selected. Selecting another parcel and pressing the property info button will update the report. To add additional information to your report click on the Modify Search Results button. To map this property click on the Map This Property button. When you have finished click on the Print button to generate a custom report.

Measure Tool


Measure

The Measure tool allows you to measure approximate distances and areas on the map.

Click the "Measure" tool and the measure tool window appears just below the navigation tools.

To begin measuring left click on the desired map starting point. Each subsequent left click will add a new segment to your measurement giving you a segment distance and total distance. If you join your points by clicking back on the point of origin an area will be displayed acres. To clear the tool and start a new measurement, press "Clear."

Select

The "Select" tool expands on the capability of the "Parcel Info" and "Search by County Taxlot" tools and also offers advanced buffering and querying features. Available to staff & subscription users only.

Selecting a Layer

Using the "Select" functions you can interactively select tax lots (from the parcels layer) and export attribute information to a Microsoft Excel spreadsheet.

To select the Parcels layer follow the same instructions as the Identify tool (see Identify) and click on the drop down arrow to the right of where Selection Layer: appears (1). Scroll through the list and select Parcels. Next make sure the Add option is selected (2). With the Parcels layer selected click on the parcel of interest on the map. The parcel will now be highlighted with a blue outline (3).

To export the parcel information to excel click the "Export Excel" button (1) and a File Download window opens. Select Save to save the spreadsheet to your computer (2).

Highlighted taxlot's can be removed by selecting "Remove" (1) and then clicking the "Clear" button (2). A message will appear on your screen informing you that the currently selected layer will be removed if you press OK (3).



Additionally, other features selected, such as Lakes or City Limits can be highlighted. It is important to note that features from only one layer can be highlighted at a time. For instance, a Lake or several Lakes can be highlighted; however, a Lake and the City Limits cannot be highlighted at the same time.

The export to Excel feature works on any selectable layer, but is designed primarily for use with the Parcels layer.

Using the Buffer Tool

The "Buffer" tool is used to create an area of specified distance around a single map item. To use the Buffer tool press the Select tool button in the Advanced Tools toolbar. The buffer tool is limited to a search radius of 5280ft (1 mile) and will only export a maximum of 250 records to excel.

If you try and enter a value greater than 5280ft an error message will appear asking you to enter a smaller value.

 

 

If the buffer distance you enter is greater than 1000ft a second warning message will appear indicating that it might take a few minutes to process the request. At this point you can either OK or Cancel the buffer.

 

Example:

Choose a layer, such as Parcels (1) from the Selection Layer drop-down menu. Using your mouse click on a parcel in the map window (2) and then press the Buffer button (3).

With the parcel selected enter a buffer distance (4) i.e. 100 (feet) and press the Mapit button (5). With the buffer polygon now drawn on the screen (6) and the affected "buffered" parcels highlighted you can perform a number of options:

A. Clear the existing buffer and start over. To do this press the Clear button and then press the Select tool button.

B. Export the currently buffered features to Excel (instructions can be found at the top of this section).

C. Use the currently buffered features as part of a Query (see instructions below). To do this press the Select button again, followed by the Query button. This will launch the query builder pop-up window.

Using the Query Tool

Query tools provide the means to logically sort through data and obtain lists of records that match specified search criteria. The "Query" tool can be used with multiple features selected in the map window (i.e. 5 parcels). In the previous section it was also noted that a buffered selection of map features can be used as an entry point for further analysis using the query tool. The query tool will only export a maximum of 250 records to excel.

Queries are created using Select Fields (1), Select Operators (2), Search Criteria (3) and Advanced Query Operators (4). The query statement is listed in the display window (5).

Queries are built by choosing a Select Field and Select Operator then adding a Search Criteria i.e. '5' or 'Smith' into the Enter Search Criteria box. Next, press the Add to Query String button. Continue building the query using the AND, OR, NOT and () Advanced Query Operators, or Clear or Execute 'run' the query.

Example: Using the parcels layer select 'MAPTAXLOT' from Select Field (1) and 'EQUAL TO' from the Select Operator (2). Select Operators are used to narrow your search parameters. The operators available to you depend on the field in question. If the Select Field is text based the Select Operators are: EQUAL TO, NOT EQUAL TO, LIKE. If the Select Field is number based the Select Operators are: GREATER THAN, LESS THAN, GREATER THAN OR EQUAL TO, LESS THAN OR EQUAL TO, EQUAL TO, NOT EQUAL TO

Tip: The LIKE operator is useful for conducting a broad search. It's position before or after the search criteria determines the search type. For example, to select all parcels that start with 141632, select MAPTAXLOT LIKE '141632%'. Similarly if you want to find a parcel owned by Mr. & Mrs. Blacksmith but you aren't sure of the spelling of their name type OWNER NAME LIKE '%smith'. This would return all properties owned by person/s with the word Smith in their name i.e. Blacksmith. Typing a '%' before and after the search criteria i.e. %smith% will return all possible permutations.

Note: Remember to type the '%' character into your search criteria.

Queries are not limited to just one statement. They can be expanded to include multiple 'combination' statements using the AND, OR, NOT and () Advanced Query Operators:

1). ACRES GREATER THAN 5 AND MAPTAXLOT LIKE '141632%' returns all parcels greater than 5 acres in size where the maptaxlot number starts with 141632.

2). ACRES GREATER THAN 5 OR OWNER NAME LIKE '%SMITH' returns all parcels greater than 5 acres in size plus all property whose owners have 'smith' in their name.

   


Location Tool


Location

The "Location" tool returns a pop-up window coordinate location when the user selects, then clicks the tool in the map window. Available to staff users only.

First select the Location Tool from the Advanced Tool bar. A tooltip will appear when your mouse hovers over the Location Tool.

Tooltip text & Disclaimer: "Return the Latitude & Longitude of Weeds where I Click. DISCLAIMER: THE INFORMATION ON THIS MAP IS PREPARED FOR REFERENCE PURPOSES ONLY AND SHOULD NOT BE USED, AND IS NOT INTENDED, FOR SURVEY OR ENGINEERING PURPOSES (In accordance with SB55 & ORS672)."

Next, move your mouse cursor over the map window and click on a location.



Search Tab


Search
The Search tab opens the search window. The search page gives you the option of narrowing your search by Taxlot, Address, Place of Interest, Road and Owner.

Using the search tools:

1) Select the type of search that you are interested in (see Search Options image below ).

2) Following the on-screen instructions input your search criteria in the blank field(s) and/or use the automatic drop down menus (depending on the search type).

3) Press the "Search" or "Map It" button.

4) A successful search returns a list of matching results that appear in the search window. The list will include the county taxlot and owner name along with "Map It", "Report"and "Tax Map" links.

Map It: Clicking map it will zoom the map to the selected search item.

Report: If you've chosen to search by tax lot report launches a tax map report of the property.

Tax Map: Tax map will open the DOR tax map for a selected property.

Staff & Subscription Users: Use the Identify tool to highlight parcels on the map to obtain more detailed information (see the "Select Tool ").


Search Methods:

Search by County Tax Lot Number - Enter the county taxlot number. Again, you only need to enter as much information as you have. All entries that match your search/partial criteria will be returned. Press the "Search"button to start the search. You can then select the correct taxlot from the resulting list.

Note: Please Enter the full Legal Description (13 char.) or Tax Lot number (5 char.) and Press "Search ". Example: 14,15,05,00,00000 = Township, Range, Section, Quarter Quarter, Taxlot Number. Enter as: 1415050000000.


Search by Street Address - Enter a street name without suffix (st,ave,dr etc.) and an optional street number and press "Search". You only need to enter enough characters to uniquely identify the street name.

Search by Owner Name - To search by owner name enter the last name first followed by a space, then the first name i.e. Smith John

If you aren't sure how a name us spelt i.e. "Larson", you can simply enter "Lars," and all entries with a last name that begins with "Lars" will display. You can then select and the correct owner from the resulting list.


Find a Place of Interest - Click on the drop down menu to select a place of interest, then press "Map It". The map will zoom to the location selected.


Find a Road in the County - Click on the drop down menu to find a county road, then press "Map It". The map will zoom to the road selected. If the road isn't showing try zooming in till you see it highlighted in blue.




Layers Tab


Layers
The Layers tab opens the layers window. This window shows available layers in the Crook County mapping system and allows for interactive display of those layers.

To turn a layer or layers "on" check the green box(s) to the left of the layer name and click "Refresh Map." To turn a layer or layers "off" un-check the box(s) to the left of the layer name and click "Refresh Map."

NOTE: certain layers will only display at certain map scales. For example, tax lots will not display when viewing the entire county. You must "Zoom In" (see "Navigation Tools") to an appropriate map scale in order to display them. At this point you will be able to turn them on or off.

Layers with an empty green box next to them as indicated by item "1" in the Layer Visibility Legend above are available for display and to be turned off. Layers with a green box containing a check, indicated by item "2", are available for display and to be turned on. Layers with a green box, containing a Zoom in magnifying glass as indicated by item "3" are not available at this scale, turned off, and must be zoomed in to in order to be seen. Layers with a green box, containing a Zoom out magnifying glass as indicated by item "4" are not available at this scale, are turned off, and must be zoomed out to in order to be seen. These layers will display when the scale permits. Layers identified with a red box as indicated by item "5" are unpopulated and not available for use at any map scale. Legend Tab


Legend
Selecting the Legend tab opens the legend window. The map legend shows every layer currently turned on for display in the map. Known Error: The zoning layer does not display correctly in the legend.




Print Tab


Print

The Print tab will take you to the print page. From the print page you have the option to enter a title and subtitle for your map (see image).

To clear the title and subtitle entries click "Clear." Choose the print quality (High or Medium), scale and size. Press "Create Map" to generate your Adobe PDF format map. The map will automatically open in a new window. To save the file press the SAVE icon.

NOTE: Adobe's free Acrobat Reader plug in for Internet Explorer is required to print maps from Crook County mapping system To download the free Acrobat Reader program visit Adobe's web site by clicking here.

If you download and install Adobe Acrobat Version 7 it includes the Yahoo toolbar by default unless you uncheck it. The toolbar includes a pop-up blocker additional to the one built into Internet Explorer and may prevent the mapping system from displaying correctly.
