Background Information - Data Used and Taxation Year

The data presented on this web site is extracted weekly by the Crook County GIS Department directly from the County Assessor's internal databases.  For questions relating to assessment information and potential errors please contact the Assessor's Department. For questions regarding the design and functionality of this application please contact the GIS Dept.

Account information changes are made daily by the Assessor's office. The certification process occurs once a year in September prior to the first tax statements being sent out in October.  If you would like to obtain current, non-certified, data for the tax year check please contact the Assessor's Department. Certified appraisal information is updated once a year in October.

Getting Started

1. Enter a valid map and tax lot number. A valid tax lot number contains 13 characters in the following order (Note: if you don't know your map and tax lot number use the online mapping system to locate the property or inquire with the Assessor's department 541-447-4133):

Township (S) = 2 characters e.g. 14

Range (E) = 2 characters e.g. 15

Section (1-36) = 2 characters.  For section five, 05 is entered; For section 15, 15 is entered; when the property is located on an index map and no section is indicated 00 is entered.

Quarter and Quarter-Quarter Sections (A-D) = 2 characters.  If the property is on a Quarter Section map and zero is placed after the letter e.g. A0;  If the property is on a Quarter-Quarter Section map and two letters are added e.g. AD; If the property is placed on a larger scale map, 00 is entered.

Tax lot = 5 characters, however the system automatically adds zeros for you. If the tax lot is 101 that's all you have to enter.

2. Select the information to include in your report.

3. Use the new shortcut buttons to 'Clear or Select all reports'.

4. Click the 'Submit' button to generate the selected reports.

These steps will generate a brief report containing, by default, General Account and Site Address information. To add additional information to your report click on the Modify Search Results button. To map this property click on the Map This Property button. When you have finished click on the Print button to generate a custom report.

5. Click the "Permit Info" hyperlink for related permits.

The link is found at the bottom of the page and will only be present if permits are associated with this tax lot.  This link opens a separate application called "BuildFax Check".  Once at the site click on the "download now" image in the lower right of the window to view the reports.

Issues & Updates

The County Assessor's Dept. began migrating to a brand new assessment and valuation software program in March 2007. Crook County is the lead county of four in the State of Oregon undergoing the same major system upgrade. Any issues directly effecting the Property Research Tool are shown below:

07/18/07 Tax Information - The GIS dept has updated the Tax Information section to include the receipt and payee information.

07/02/07 Recent Updates - The General Account information section was recently updated with additional, new, information. The Account Events (Remarks) and Property Notes sections were updated with additional text.

12/07/07 Access to Permit Information - Permit information associated with a tax lot can now be viewed with the other reports (link at the bottom of the report).  Currently it only shows Building Permits.  Soon this will include all permits and Planning decisions.

General Account Information

Information on Mobile Homes: If the owner of the Mobile receives their own tax bill, they have an account number in the range 70,000 to 79,999.  These are "titled" mobiles.  Real properties are specified by the Property Class Code = 190 and have the same owner for the mobile and the land.  Personal properties are specified by the Property Class Code = 019 and have different owners for the mobile and the land.  When a mobile is "de-titled" it is associated with the main tax account and is considered just another improvement on the account.

Account: Unique account numbers are assigned by ownership for assessment and billing purposes.  It is possible for a tax lot to have more than one account.

Taxpayer: This gives the taxpayer (99% of the time this person is also the owner) of the account.  It is possible to have more than one owner associated with a property i.e. husband and wife.  In this case the full list of owners will be shown in the Owners report that lists the full history of ownership for a given account.

Acres: The size of the land property in acres.  For many platted subdivision lots this field is not entered.  The dimensions of the tax lot can be obtained from the Department of Revenue or the Crook County GIS on-line mapping system. If no acreage is present click the Map This Property button to launch the GIS mapping system. Once it loads use the Parcel Information tool to view the GIS acreage value.  Alternatively you can use the Measure tool to calculate a rough acreage value.

Fire Patrol: Acreage of property that is protected by the Oregon Department of Forestry (ODF).  For information regarding this coverage please contact ODF (541) 447-5658.

Code Area: Taxation district boundaries.  It is possible for a property to be in more than one code area (i.e. split codes).  Codes only show for certified tax year.

Remarks: This field is populated if there is a special comment pertaining to a specific account, such as:

  1. An improvement-only or separately assessed account (A-Account). The A-Account number will be displayed for improvement-only (leases, cell towers, gravel pits etc.) or separately assessed accounts.
  2. Potential additional tax liability comments including the appropriate two letter code and the total amount of the liability in $. A property with this characteristic displayed could have an additional tax due, usually as a result of disqualification from special assessment. Note: Liability comments may also be posted in the Liability field in this section (see below). Codes may be displayed in addition to text comments. These codes may include: DQ = Disqualified and posted to the tax roll but not yet paid. FX = disqualified and posted for payment due, and AT = posted for omitted property missed in a previous year, now due. It is strongly suggested that the public calls the Crook County Assessors Dept. to verify any tax codes, check status and obtain a more specific explanation of any posted comments at Assessor's Department or (541) 447-4133.
  3. Undivided interest (U-Accounts) can also be displayed.  By definition a U-Account indicates ownership of a portion of a tax lot. The U-Account portion of the taxlot will receive a separate tax statement from the parent taxlot and account.

Sen. def.: Disabled or senior deferral status.

DOR No.: Department of Revenue Reference Number for deferral

Add1: The mailing address of the taxpayer.  Occasionally, there will be no address recorded.  This normally occurs for land owned by the Federal Government.

Add2: Care of (agent) address or PO Box, secondary address or Suite No.

Add3: Additional address space. This can be used for out of country taxpayer addresses.

City: City of the mailing address.

State: State of the mailing address.

Zip: Zip code of the mailing address.

Country: Country of the mailing address.

Subdivision: The platted subdivision (if applicable). See Supporting Documents.

Block: The subdivision block number.

Lot: The subdivision lot number.

Property Class: If the code ends in a zero the account is unimproved.

  • Personal Property Mobiles 019 (P Class)
  • Farm / Timber deferral accounts are identified by Property Class: Farm (540, 541, 550, 551); Timber (680, 681); Mixed (580, 581, 680, 681)

Description: Type of account

Liability: Displays potential additional tax liability (also called Property Tax Deferral). All specially assessed accounts must have this posted (this information may also be repeated in the remarks field, see above). A property with this characteristic displayed could be disqualified from special assessment and additional taxes may be due. Site Address (SITUS)

Crook County is undertaking a large scale effort to merge addressing systems and upgrade the accuracy of both historical and new SITUS addresses. We make every attempt to verify and update our records but due to the scale of the task errors may be present. To report an error please contact the GIS Dept or call us at (541) 416-3930.

Site Address: Physical address for the property in Crook County.  An address may be issued by a neighboring county.

Secondary Number: Sometimes an additional number/letter is required to locate a property; e.g. a lot number in a mobile home park, or an apartment number.

Owners ' History and Full Owners' List for Account

In the General Account Information Report only one, of possibly many owners, is reported.  Here, all owners are reported for a property or account, including past owners  Current owners are indicated by a blank "To Date" field.

Account: Unique account numbers are assigned by ownership for assessment and billing purposes.  It is possible for a tax lot to have more than one account.

Owner: Property Owner.

From date: The date a person/s have owned the property in question from.

To date: The date a person/s have owned the property in question to.  If this field is blank, then the owner name displayed is also the current owner.

Add1: The mailing address of the property owner.  Occasionally, there will be no address recorded.  This normally occurs for land owned by the Federal Government.

Add2: Care of (agent) address or PO Box, secondary address or Suite No.

Add3: Additional address space. This can be used for out of country owner addresses.

City: City of the mailing address.

State: State of the mailing address.

Zip: Zip code of the mailing address.

Certified Values of Land and Property

Account: Unique account numbers are assigned by ownership for assessment and billing purposes.  It is possible for a tax lot to have more than one account.

Tax Year: The current certified tax year.

Valuation Type:

  • Improvements RMV = Total Real Market Value of the Improvements.
  • Land RMV = Total Real Market Value of the Land.
  • Total RMV = Total Real Market Value of the Land and Improvements combined.
  • Special Assessment Portion (Improvements) only - Exception Value not included.
  • Special Assessment Portion (Land) only - Exception Value not included .
  • Special Assessment Portion (Total).
  • TAV = Taxable Assessed Value
  • Assessed Value Regular  = RMV

Initial Value: The Certified value.

Initial Date: The certified value is based on this date.

Modified Value: Sometimes the certified value is modified through the course of the tax year.  This is no longer a 'certified value' but is a working value

Modified Date: The modified value is based on this date.

RMV: Real market Value.  This is the base rate plus or minus any adjustments for view, size or location etc.

Effective Year: Sometimes the certified value is modified through the course of the tax year.  This is no longer a 'certified value' but is a working value

Last Updated: The modified value is based on this date.

Improvement Information for Tax Lot

Improvement history is listed for each tax account on a tax lot.  Any additions or changes to the improvements are referenced by an Extension number i.e. you can follow the history of a dwelling by looking at subsequent R numbers from R01, R02 etc...

Account: Unique account numbers are assigned by ownership for assessment and billing purposes.  It is possible for a tax lot to have more than one account.

Extension: This number refers to the sequence of modifications made to the improvements.

Year Built: It is possible to have no records of when an improvement was built.

Effective Year Built: Sometimes an improvement "seems" older than its actual age.  This form of depreciation is termed "effective year built".

Type: The improvement type: See Improvement Type Description document

Condition: A general record of the condition of the improvement. The codes are shown in the table below:

Grade: The grade is the class or quality of a structure.

Physical Depreciation: The physical depreciation of the improvement (0-100). 0 would equate to no depreciation and is based on current market conditions.

Functional Depreciation: The functional depreciation of the improvement (0-100). 0 would equate to no depreciation and is based on current market conditions.

RMV of Improvement: Real Market Value (RMV) broken out by improvements. The County does not break out a portion of the taxable value of improvements.

Tax History Information for Tax Lot (not inc. interest)

For each account tax history is displayed. This application is based on 13 character tax lot codes. If a tax lot has been split records will only be present for the tax lot entered. If an account is open then taxes are due. The report does not indicate any interest due. For more information on county taxes please contact the County Treasurer (541) 447-6554.

Tax Receipt Information for account

Tax Year: The taxation year the payment was collected in.

Name: The name of the tax payer

Receipt: Amount that the receipt is for.

Amount: Amount of payment on the receipt

Amount Applied: The amount of the total receipt that is applied to the specific tax bill for the account.

Sale Information

This report provides sale information and sale history for properties.

Account: Unique account numbers are assigned by ownership for assessment and billing purposes.  It is possible for a tax lot to have more than one account.

Mod. Sale Date: The date a property sold.

Adj. Sale Price: The adjusted sale price.

Gross Sale Price: The gross sale price.

Prop Value: Property Value.

Tax Year: Year the property value was based on.

Overall Ratio: Ratio between sales price and the value the Assessors department assessed the property at.

Deed Date: Date the deed was recorded by the County Clerk.

Deed No: The recording number of the deed.

Doc. Number: The document reference number recorded by the County Clerk.

Grade: Code used by the Appraisers.

Year Built: It is possible to have no records of when an improvement was built.

Effective Year Built: Sometimes an improvement "seems" older than its actual age.  This form of depreciation is termed "effective year built".

Year Remodeled: Year of recorded remodeling of the tax lot residence.

Condition: Condition Code used by Appraisers.

% Complete: Percentage complete (0-100%).

General Information describing the area, layout and design of homes (not including personal mobile homes).

Floor: First (1), Second (2), Basement (B) or Attic (A)

Date: Date of Assessment.

Finished Area: Measured in square feet.

Liv. Rooms: Number of Living rooms.

Din. Rooms: Number of Dining rooms.

Gt. Rooms: Number of Great rooms.

Kitchen: Number of Kitchens.

Dens: Number of Dens.

Account Events (Remarks)

This report shows pertinent events/remarks flags on accounts, related documents and notes and can also display property transfer deeds. The property transfer deeds are recorded by the County Clerk and can include easement information.

Remarks: Are pertinent flags on accounts such as additional taxes due and potential tax liabilities entered by the County Assessor.

Zoning Info. for Tax Lot

Zone: City of Prineville and County Planning zoning.  It is possible to have more than one zone per tax lot.  The zone is not broken down by Account.

Description: Description of the zone.

Prop: Proportion that the zone comprises the tax lot.  This is calculated through a GIS function.  It is possible, in rare cases, that additional zones will be missed (especially if the proportions do not add up to one).  Please check with the City of Prineville (541) 447-8326 and County Planning Dept's (541) 447-8156 to confirm zoning classification.

Property Notes for Account

Account: Unique account numbers are assigned by ownership for assessment and billing purposes. It is possible for a tax lot to have more than one account.

Maptaxlot: The 13 character, unique, map and taxlot identification number assigned to each county property by the County Assessors and GIS departments.

Notes: Assessment notes pertaining to individual accounts such as segregations, merges, annexations, omitted properties and farm disqualifications etc. The Assessor uses this information to track what has occured on account.
